I Can't Find Suicune in Soul Silver in Rt. 25! I didn't kill it at all ever. I

defeated all Gyms in both Reg.? Title says all. I never fought Suicune obviously, so I couldn't have killed it. I have all 16 badges, but when I go to Route 25 expecting it, it isn't there! HELP!?

EDIT!: Thanks guys; I wasted 31 Ultra Balls (Which is all of it,) and I got it with my last LURE ball. -.- THANKS AGAIN!
