I cannot get the headlights to come on at all for a 1995 Ford Crown Vic

Police. What causes this? I have checked all of the fuses and they all have a good read on them. The dashboard lights also do not come on when I turn that swtich

As a seasoned mechanic the first thing id look for is the connector to the headlight itself to see if it's connected, then i'd check the fuse then id check for a short, then id check for fried wiring. As an electronic technician, i have seen in some cases the connector corroded this would cause whats also known as a short, in this case the connector has to be replaced.

it sounds like an electrical issue. replacing the fuse won't help if a wire is totally fried out.
