I can not get my MRI records from my Doctor

I signed up for an FDA study with a very well know clinic in GA. After some research, I found that if I had any secondary issues that I would have to fund these cost and that my insurance does not cover non-FDA approved procedures. I pulled out of the study three months ago and had another Doctor request for my MRI recorRAB, I have had no luck as of yet on getting my MRI recorRAB from this doctor or medical clinic. I have a bad disk at c4 c5 and a bone spur growing into my spine. I called three time last week and had to leave a message all three time, I got a phone call from this company yesterday and they said that I could come pick-up my recorRAB. I drove 1.5 hours to get these recorRAB and after loading them up in my computer all I had was X-rays. Does Hipaa have a time frame on releasing recorRAB or what would be my best action.
 
Oftentimes the place you get your MRI done at is a separate company from your doctor's, even if they are located in the same building or on the same campus.

You should also request the radiologist's report from the MRI company. They will need you to sign a release to get it. Whenever I have had an MRI, I have been able to go to the place I had the MRI, sign their form, and get the CD with the MRI and a few days later get a copy of the radiologist's report.

See if you can call the place that did the MRI and go there in person to get these recorRAB.

I don't know if there is a timeframe or not, but I have one doctor that consistently take about 3-4 weeks to send medical recorRAB when they are requested.
