I can get a 2005 DODGE NEON SXT for $7,000, with 18,939 miles, is that a good deal?

i would take it to a dealer or someone that can go into the computer of the car and see exactly how it was drove and ask a local dodge dealer if the price is good and if it isn't then offer the guy who is selling it if he will go lower on the price and if he doesn't then keep looking my friend.
