look out for when buying this car? It has a clear title and 161,XXX miles
I'm goin to pay a little less than $1000 and owner says registration has been payed for, just couldn't to fix the car to pass the smog test

You need to find out what the number where on the smog to correct the problem. With how people drive these GT's it is very likely the whole engine needs a rebuild to get it to pass. When the rings and valve seats wear out, it takes a lot of effort to get it to pass. It may also need a new cat to correct the issue as well. There are so many things that can cause en engine to not pass. Bad injectors, bad cat, worn bottom and top end, bad spark, incorrect timing, who knows. When you start the engine and listen to it, listen for any rattling or knocking in the engine, if you hear anything that just does not sound right, you need serious work on the engine. Also look at the engine and see if it is shaking. A healthy engine should not shake and appear smooth at idle. use the throttle plate and bring the rpm's up a bit and see if you hear strange sounds at higher RPM or if it sounds like it stumbles a bit on the way up. Also have someone stand at the back of the car and watch for blue or white exhaust. Blue indicates oil consumption, white indicates water in the cylinders.
