...resolve this. What can I do? The tie rods are bad. Am I out the money for the repairs? Can he sell a car that will not pass inspection? What are my options?
 
i'm sure your dealer is smart enough to sell the car "as-is" with no warranty, etc.

Legally, he's probably clear. Morally, definitely not.

how much $ are we talking here? Can you find others who might be in a situation similar to yours (purchased from the same dealer)?

local news channels eat this crap for breakfast. They love to make an example of shady businesses. Look into that, and then approach the dealer and say, "you know, I'm not pleased with the un-safe condition this vehicle was in when you sold it to me. I'd really like you to fix it, but if you refuse, I guess I'll have to contact (insert smarmy 'reporter' name here) to do an 'investigation.'"

I had to pull this move when i bought my truck. I also had to sign paperwork promising I wouldn't go to any media outlets, etc. with my story, but they did refund the costs I incurred.

but again, legally, they are NOT at fault here - he burdon is on you to have a car inspected. don't be surprised if the dealer says, 'bring it on."
 
I do not know where you live, but in most states, a car needs to pass a safety inspection before it can be sold on a dealers lot, I would contact the local DMV and ask the same question there, good luck
 
Second hand are usually "bought as seen." Caveat emptor - Buyer beware.
