I am looking for help re: veg. garden, after we tilled this year we have hard clots,

how can I soften the soil Our garden looked dry but once it was tilled we now have really hard clots, any suggestions on how we can soften the dirt? I dont' think anything will grow good in this dirt. Needs to be softer.
