Gimp. If you can't afford Photoshop, Gimp is a very good free alternative. Or Paint.net (That requires the free .net framework from microsoft)

I use Gimp and am very happy with it. Its my understanding that its like open office and was developed for linux but the guy who told me that was a bit on the crackers side. The site doesn't say it isn't windows 7 compatible so might be worth a try. Its like a free version of photoshop with lots of handy tutorials on youtube. After all who can resist seeing themselves with a lightsabre!
