...motor is locked up. $to fix? The gas cap was gone which could be part of the problem also.
 
drop all oil...remove plugs,pour in diesel and let it stand for a day or 2....stick it in first and GENTLY rock it back/forth and see if it brakes away....fingers crossed.

It all depend's on how long the water has been in it! Steer clear of this machine unless you are getting it for next to nothing! Chances are that the rust has well and truly embedded itself throughout the engine and you will need not only a complete but most likely a whole bunch of "new" parts such as Bore & crank etc... Far better option to find a donor engine from another source and transplant it into your frame.
