As far as I know it's legal to carry a handgun out in the open in most national forest areas. The only places it's illegal is in national parks and developed areas like campgrounds and picnic areas.
I don't know what state you are in but here in Kalifornia you are legal as long as you have a hunting license. If you don't they get you for hunting without a license. Check with your fish and game dept.
