...because i have a small tank)? okay, so i am getting 2-3 fish. I will most likely have a small tank, so they need to be pretty small and able to live in groups

How big, exactly, the tank?
If you want groups of fish make sure you have at least a 10 gallon.
Which in case you can stock with the following options;

1 Male Honey Gourami, 6 Dwarf Rasboras, 4 Venezuelan Pygmy Corys

1 Male Sparkling Gourami, 2 Female Sparkling Gouramis, 4 Male Endler's Livebearers, 3 Venezuelan Pygmy Corys

1 Male Honey Gourami, 1 Female Honey Gourami, 4 Tail Spot Pygmy Cory, 4 Male Endler's Livebearers

6 Pygmy Hatchetfish, 5 Male Endler's Livebearers, 4 Venezuelan Pygmy Corys

1 Male Betta splenden, 6 Venezuelan Pygmy Corys

1 Male Dwarf Puffer, 2 Female Dwarf Puffers (or 3 females)

3 African Dwarf Frogs

Make sure to buy the tank and cycle it before getting any fish!!!

Bettas are goldfish? What? No they are not.

We really need to know what size of tank is is. Because to me a ten gallon is small, but to someone who has a 5000 gallon, a 100 gallon is small. All I can tell you of the bat is that nothing can live in less than a 5 gallon, except maybe some ghost or cherry shrimp. Or snails! So if its less than a 5 gallon then you should go with inverts.
If its a 5 gallon you can have a betta & a couple shrimps. No schooling fish can live in groups of 2 or 3, nor can they live in anything less than a 10 gallon.

Tell us what size tank you have!

You "will have" a small tank? Does that mean you don't have your tank already? Please go read up on tank cycling and the nitrogyn cycle. It can take 4-6 weeks for your tank to be ready for fish.

Also, how small is small? Make sure you research what kind of space requirements different fish need. If you plan on getting more than one fish, I wouldn't get anything smaller than a 10 gallon.
