I don't like the new arrangement of how the questions are posted.

who can I complain to?

When you click help on upper left hand corner
In the middle of the page there are topics under YAHOO suggestion board. Clicking one of them brings you to a page with a contact customer service option.

There may be a simpler way, but that might help.
