I am changing fish tanks, but can't seem to get the fish tanks to a close pH?

I got a goldfish at a carnival two years ago. It is currently living in a 2 gallon tank with a pH of 6.2. I bought a five gallon tank over the weekend and I set it up, but the pH is at a 7.2 and I can't seem to get it lower. The five gallon tank has a filter, so i don't know if that's making the pH higher. The 2 gallon tank had a filter, but i didn't use it since it looked to be in a disgusting condition. I am worried if i put the pH drops in with the goldfish it may kill it? Help? I really want the goldfish in the 5 gallon tank.
Is it okay to change the pH over 1 whole thing. I thought a drastic change in pH could shock the fish?
 
7.2 is a good pH for a goldfish. You should know, however, that usually the goldfish at fairs are "comets" and these fish need at least a 20 gallon tank. They get around 1 foot long and if they don't have proper room to grow their bodies stop growing but their organs don't and they die a slow and painful death.
