When you say you have checked, do you mean you checked into incorporating, paying taxes, all that?
Instead of trying to start a business, you could just try to find a way to earn some money. That makes more sense for people your age. You're minors--you can't sign contracts or make any kind of legal agreements.
I'd suggest walking dogs, baby sitting, doing yard work, or maybe even teaching older people the basics of how to use a computer.
