hypothetical question, about the laws on the Class B drug cannibis.?

how much will the police tolerate as personal possesion? i know it varies but roughly, and also does it vary if the amount seized is seized in cultivation, or in bags or whatever, im just trying to prove a point to my friend, he says 1/4 n u get done for distribution, whereas i belive you can blag it and say you bought an ounce and split it up into bags to last you the days. sum1 elp plz
