.. I was wondering if this would be a plausible treatment because it bleaches hair.. why not skin?

As far fetched as this may sound, I'm desperate and running low on money, so if anyone has any thoughts, please share! :)

I would have to say no because it's going to bleach all of your skin, so the dark spots will still be darker than the rest of your face. You might look funny, too if you try to just bleach the scars because you'll be two-toned.

I was only going to put it on just the scars... but use a diluted solution of water and the peroxide.

I'm not sure if it will bleach your skin, I used hydrogen peroxide before and it never bleached it. It worked pretty good on pimples (aside from getting extremely dry skin) but the red marks remained. You could try though.

I am a huge fan of peels for red marks though, have you ever thought of buying an at-home peel? There are some cheap $6-10 ones out there that may help, but since you're on a low budget you could first try using a lemon. It will make your skin red first (so does hydrogen) but it's known for it's lightening effects and making skin tighter and smoother after using for a couple weeks. I also know kiwi does the same. Just a suggestion.
