Hume's idea was that a virtue is something everyone agrees on and that everyone agrees on it because it was useful. A kind of "no thinking required" approach to morality. "You can't go wrong if you simply follow the crowd".

Of course "everyone", to someone in 18th century Europe, was pretty much Europeans. Everyone ELSE didn't count.
