html frame, how to make whole frame scrollable?

hi there, i am making a web page and i am using 3 frames: top for title, left for menu and the right one for the main... when u first see the page, the left side is scrollable... and i don't want that... i want to make the whole web page to be scrollable... not just one frame... pls help me with this... thank u so much!
 
Most browsers make it scrollable as soon as there is more content than the current allowed screen real-estate will support. When doing frames the whole page cannot be made scrollable (think of it this way: frames are the functional equivalent of loading multiple pages at the same time in the same screen so scroll is dependent on each "page" or "frame").
