HTML div or a program to build my site?

I would like to add a box for something like links on my website. I have used the <div> tag for placing the box before, but I forget how to know. I know it was something like <div right="50px" top="20px">. Right being how many pixels from the right it is and same as top. Or since I don't know any CSS should I get a good FREE program to make my website?
