Htc evo 4g green circle?

Hey, I have an htc evo connected with boost mobile and keep getting this green circle made up of 2 arrows that spin arround. What does this mean and why does it stay there for like 15 minutes at a time completely draining my battery? My battery life is like one hour due to this, and its also slowing down performance.. Thanks in advance
