Who is your carrier?
You need to call them and see if they have coverage in the particular country.
Different countries have different networks.
You may be able to use your device, if not look into a temporary device to use while there.

go to t-mobiles site there is an international rates page where you choose the country you're going to and it tells you what it's gonna cost you...you can also call t-mobile and just get your phone un-locked so that you don't have to call and switch your plans every time you leave from and return to the U.S. and you automatically get billed the international rates...if you're going for an extended period of time (over 1 week) it is recommended that you unlock your phone and get an international plan for the time you'll be gone...hope this helps

You'd pay per minute while outside of the US - it's not deducted out of your minutes. International roaming is generally expensive. Data rates also run $15 per MB, which may sound like a lot but in my experience if you don't watch what you're doing you'll come back to a very expensive mobile bill. Your best bet is to unlock the phone - T-mobile can do it for free providing you've been a customer of theirs for 90 or more days.
