How would you go about negotiating a fair price for a 2000 Toyota MR2 Spyder?

I found a 2000 MR2 Spyder with only 16k miles at a local dealership. They are asking $12,995 for it, and my budget is between $10-11,000. The KBB retail value is $12,735, but I think they will come down much more than that- it's been on the lot for at least three weeks. What do you think would be a reasonable offer to make? Keep in mind that the trade-in value is between $8200-$8900... thanks!
 
Thats easy, go to your bank and get preapproved for the loan on the car with all the information. Then go to the dealer and say, this is a check for the car. This is what i'll give you for it, thats final. If you just tell them a price, they'll hassel you but if you already have a check from your bank or if your bank approved a certain amount for you. Than you offer 11000 even
