How would I rekey Kawasaki Concours 2 saddlebags without buying the expensive

OEM lock bundle? Don't have keys? Or would I be able to get keys for it? Could a locksmith do it (without being too expensive, as in not more than $30/40) ? It's an 03 ZG1000. Thanks!
