How would I paint a shirt and make it look like this?

I want to paint my own shirt, but I don't know what to use. I want the same sort of effect that this kid got: http://i49.photobucket.com/albums/f297/lasagnacassidy/NightmaresOpening/denver37.jpg

I want to have the colors leak.
How would I do that?

Also, would this wash out? Would it fade badly?
