How would i bluetooth a file from my laptop to my cellphone?

To bluetooth items from phone to pc or vise verser you need to
A: have a bluetooth enabled phone
B: have a bluetooth enabled computer/laptop
C: have each device on the right settingl.

using Windows. Ends up in transfer file and can't get it to my phone

never had much luck with bluetooth on pc/phone transfers just plug that sucker in I guess
