how would Cap and Trade help the transition to renewable energy sources?

Under Cap And Trade, companies will be able to pass down to consumers the cost of trading emissions.... so I don't understand why they would feel motivated to switch to renewable energy if they won't pay for the extra cost of using fossil fuels ...
Davidb: CA is exactly the same: you Pay your bill or you go without power, there are several energy companies throughout the state, but only 1 offers services to a household, so it is a monopoly for the customer because they don't get to choose (like phone companies used to be years ago)

If if my electricity bill is too high because the company is not switching 2 renewable energy sources and they pass down the cost to me, as a very "unsatisfied" customer, what options do I have? (Other than moving or buying candles) ? Who protects my rights as a customer?

I DIDN'T FIND ANYTHING SAYING "THE COMPANIES WILL NOT BE ALLOWED TO PASS THOSE COSTS DOWN TO THE CONSUMER"
Dana: True, that's not what I asked, but both are connected that's why I brought it up: IF THE COMPANIES WEREN'T ALLOW TO PASS THAT COST TO CONSUMERS, THEN THEY WOULD BE MORE INCLINE TO ADOPT NEW SOURCES OF ENERGY AND WILL ALSO PROTECT CONSUMERS.
But that's not included in the C&T bill.
Of course the bill wouldn't get the endorsements it got from many corporations if they include that in the bill.
Seems clear that it will hurt consumers, and unclear how it will efficiently help companies to move to renew energy..
