The first civilizations formed about 6,000 years ago in Mesopotamia along the Tigris and Euphrates river (in current day Iraq). All first civilizations were marked by a central government building (either secular or religious), streets, sewers, a permanent population, and an attached farming system solely for supporting that population.

You had hamlets, then a group of hamlets formed a village, then a group of villages formed a town, and a few towns formed a city.
