How was the defamation and assault law made, administered and enforced? PLEASE I

some one was assaulted and said this is not right. So they went to the police and they did nothing. They had to go to court and prove to the judge that assault was wrong on an innocent person. The court agree, and made into law that its illegal. Since they pass it as a law, the police are force to enforce it
