how was japanese american internment camps justified during WWII?

they were unecessary. they could have let them stay in their houses and just have the police check up on them daily and monitor their calls.
you could argue that they didn't speak english so no one knew what they were saying, the japanese really dominated East Asia (incl. China) for like a hundred years so people were afraid of them.
Japan is the tough guy of east Asia remember their Samuri Mindset? The Chinese call them the dwarf pirates.
 
The fear that went around was that all Japanese Americans were deemed as spies and saboteurs who came to America only to destroy her industrial might. It all went into effect after Japan's sudden attack on Pearl Harbor. Those people were put into the internment camps simply cause their parents were born in the wrong country, but that shouldn't justify what he did to Japanese Americans. They were law biding people who only wanted to live the American way of life.
