Among the twenty-one victims, 13 are women and at least 13 are journalists.
At least six of the victims have been beheaded including the wife of the vice-mayor Genalyn Mangudadatu.
Commission on Human Rights chair, Leila De Lima condemned the massacre and called the beheading, rape and mutilation an outrage.
De Lima emphasized that mass murder is extraordinary in Philippine political history.
She tags the masterminds of the massacre as beasts.
The number of victims is expected is to rise as investigations are held.
