How to view deleted web history?

At one point I found a site that stepped down how to view deleted browser history. It started with the "run" box, and there is a command you enter that will bring up the browser history without doing a restore, but I cannot remember what it was. It is no longer saved in the drop down box either. I remember having to run the command, then go to my tools,and click/unclick two different boxes which provided desk top icons, and I was able to see all the activity on my computer even after the history was deleted. I am asking bc someone in my home is deleting the history, which only happens when he is viewing innapropriate sites. I'd rather not download any programs or keyloggers, bc I know there is a way to do this through the run command box, does this ring a bell with anyone? BTW I am running on vista, if that helps,ty!
Ty, for the advice so far, however I am not looking to download anything, or delete anything, I want to view already deleted stuff. I am trying to use the process I described above, as I have used it before and got a lot of results, but like I said it involves a command in the run box, and changing a few settings under tools, I was hoping someone knew the proper steps for this particular process. First person that does, ill give the points, ty again.
