How to use a new phone without new plan?

I'm thinking of getting a Treo 680 or some PDA phone to handle scheduling and outlook.

But I don't want to sign up for a data plan with AT&T, since I just want to PDA features. So I'm wondering if the way around this is to buy a phone off of like Ebay? If I buy a phone off Ebay, how do I just swap my current Razr's SIM card into it, or do I have to get AT&T to activate it?

Also, what does "Unlocked" mean?

By data features not working without a plan, do you mean sending emails, or just using the phone's calendars?

Also, does GSM go to include blackberries and treos?

The poster above was talking about external data requiring a connection to the Internet. Most PDA phones will work as a PDA without a SIM card. One can also get a PDA without phone functionality. To avoid using external data on a PDA phone, one must careful scrutinize the phone to insure that no automatic connections are enabled.
 
ok that last part of EF's post was confusing.

Basically, what I want to know is: Can I take my razr's sim card out and put it in a blackberry or treo, and use it as a regular phone. With the pda features, but no external data.
