How to unlock a Telus blackberry curve?

I've searched on google, and some sites require payment to give an unlock code and others say that you can just call your provider and ask for it. But i want to make sure there is an absolute solution to unlocking a blackberry before I buy one off this guy who says the phones are wired through telus and I'm with bell.

Would really appreciate it if someone can help me out and tell me how to unlock it.
