How to unlock a 1999 Dodge Caravan engine?

How do you unlock the motor of a 1999 dodge caravan.My mother said the van have been sitting up for a year.She gave it to me today.Its in good shape.She its the engine.
 
that depends on what locked it up ,if it was ran dry on oil or ran hot you wont do no good with that engine,and normally one that has sat for just a year wont be locked up,so there may be internal problems with it,try removing the plugs and turn it over by hand using socket on the bottom crank shaft bolt and if it don't turn over you got problems with it internally,good luck.
 
iF AN ENGINE IS seized IT IS MOST LIKELY dead.

You cannot "Un-seize" an engine unless you take ALL of it apart, MAYBE.

That is why the van is sitting for years....

.... it does not move.
