How to transfer ringtones from pc to phone?

I have the new LG enV 3. My mom blocked media messaging on my phone so i can't recieve messages with pictures or sound. Therefore, i can't use myxer.com or any of those other free sites for ringtones. I was wondering if there was any way to make a ringtone on my computer and then transfer it to my cell phone through the USB port. Any advice is appreciated. Thanks
