How to train for a 10k?

Ive been jogging for over a year and I run in 5k races and what not but I want to be faster and cant seem to get over that "wall" even though I feel like i should be getting better i still maintain the same time or sometimes run worse than before! This is very frustrating. I want to know how to train to run faster and train to run a 10k as well. What should i be doing?? Weekly? Is there some kind of schedule I can follow??
