How to tile a background vertically and bottom-align it on the web page (HTML code)?

Here's the URL of the image:

I'm going to rotate it - 90 degrees so I want it to appear across the bottom of the web page.

I'm using Frontpage 2003.
**********************************************CORRECTION:
I want to tile it HORIZONTALLY, not vertically.
