How to tell if bike is running lean?

I have a zx7r and currently am running a custom exhaust set up, everything else is stock. I am thinking that it is running too lean. At idle, it kind of surges from about 1250-1500 rpm. I don't know if this is that big of a deal, I never noticed it before, but now I am paying extra attention. Also, when i am riding,especiallyy at low speeds, and pull the clutch in, it tends to stay at about 2000rpm for a few seconds and then go down to a normal of about 1500rpm.

Is it running too lean to hurt the engine? If it is, is there anyway to fix this without rejetting, because I don't have the money to have that done right now. Is there anyway I can adjust the carbs by screwing something in anyway to help with the issue? Would putting in a high flow air filter help any?
Also, it does not get hotter than it did before the exhaust, unless I am in city traffic. In city traffic, it gets hotter faster, but the fan kicks on and it never gets too hot.
 
I think most of the surging problems are related to ethanol (alcohol) fuel. It vapourizes at room temperature and causes all kinds of headaches with the carburetors.
