sounds like he wants to see the person/dog, or whatever...to go to them. So use a little reverse psychology.....if he wines, you immediately turn around and go away in the opposite direction. Tell him 'quiet' when you do this. Once he stops, turn back toward to the person, and again, do the u-turn if he whines. Move forward to the object of his affection ONLY when he's quiet. Eventually he'll realize that his noise gets him nothing, while silence wins the day.
