How to set up a blog/chat board on a website?

I need to set up a page on a pre-existing website with a chat board on it (where anyone can post a question and anyone answer). Preferably sortable by date and subject.

can I use any of the blog websites for this or do I have to get it encoded separately?

I know very little about blogging
