How to seek financial compensation from University of London?

In May 2009 during H1N1 outbreak, my daughter had her examinations organised by RELC in Singapore, which organises exams held by University of London International Programmes.

On the days of examinations, many people were coughing. On one of the days, even one of the invigilators was coughing. They did not separate the sick candidates from the sick ones(in a period of widespread H1N1 cases, and infected people had to be quarantined.)They did not give the sick people masks to wear. Was it because they did not know that they should do so or they did not bother?The other universities in Singapore knew that they should separate the sick ones from the rest.Because of the large amount of viruses in the air, my daughter was down with flu for nine days after her examinations even though she wore a mask to avoid catching the disease. .

This experience gave us her the chance of catching the H1N1 virus and she could have died because of that.The fear of death is unimaginable.I feel that she did not deserve to have this experience in her life,especially at the age of 19.But because of the incompetence of the school,she had to go through this.

I have lodged a complaint to RELC but they only replied when I complained to the Ministry of Education in Singapore.

I had complained to University of London,but they just forwarded the email to RELC. I feel that the University should take responsibility for this incident and not pushing blames.

I would like to know if financial compensation can be applied for in this matter,regarding the exam causing my daughter to be sick.
she took one paper and she took the paper the next day with a sore throat.She was down with flu immediately when she went home.The only explanation is she got the virus in the exam room,because the papers lasted 6 hours in total.
and the candidate siting behind her was down with flu.the virus can be easily spread to her
