How to replace stolen plates on a car with a Planned Non-Operation permit?

Both California plates on my sister's car were stolen today from her driveway. Her car has a PNO (Planned Non-Operation) permit for this year due to mechanical problems with the car, so how should she go about replacing those plates? will she have to pay the full registration fees even if the car is not being moved? I've checked the dmv website but I have not found the information I'm looking for. Thanks.
