how to remove virus from my pc?

hi yesterday my pc was infacted a virus, after that i cant open my folder option, registry key and even when i press the clt+alt+del it says " task manager is disabled by Administrator".
after a while i found a notepad file in my desktop its written "Hi User, how are you? Valo Achoto? [email protected]".
whatever i try to delet the file it comes again in my desktop.........and the writtiing it continus its line with the same word "Hi User, how are you? Valo Achoto? [email protected]"
the bigest problem i have after this infaction my pc turn off automaticaly.
pls is there any one out there who can help me to solve the problem

simple

first start ur computer in safe mode with netowkring if ur gonna use the net (if ur windows logo comes up fast,just keep pressing f8 till a screen that lets u choose what mode u wanna boot into)

second run a virus scan and try to remove if it doesnt work

find the file and delete it or if you have a file incinerator use that
