how to remove flashing thing?

Ok there is this stupid flashing thing that is always happening like that line that is horizontal and flashes on and off when you click on a box to type things so how do i remove it it shows up where ever i click ( even if its not where you type things like on webpage of text that flashing things shows how do you remove it my computer is a windows vista
