pre-law change and in storage since? Just bought an old model 50cc "vespa" knock off (Rad 2 Go) that the previous owners had licensed as a bicycle in the past (pre-law CA law change). It has been in storage before the CA law changed labeling it a Motor Driven Cycle. It has no title (it was recognized only as bicycle by the DMV when in use. It currently only has an old rear license plate with permanent registration as a bicycle. Do I have to pay for a back registration that did not apply? Also how do I conjure up a title for "transfer" to me where none had existed before?
