How to register a car in a different state with no title (still making payments)?

I live in TN and I bought the car here, its registered here and I just pay the dealership every month,

I still have like 1 year left but I have to move to VA because thats where I got military orders to.

How the heck do I get this car registered in VA????? Only the dealer can register a car for you if you are making payments; since they have the title and they are the lien holders

Obviously I will have to get a VA license since I will be a resident there, so obviously I would need VA plates. I doubt the dealership expects me to drive back and forth to TN to renew my tags when i dont even live there anymore. Hell, the apartment I live in is not even mines anymore which means my TN license address is invalid

And even if I chose to drive and renew my tags, thats impossible if I have a VA license. The TN dmv will tell me to get the eff out once they see the VA license, and they might even ask me why my car is still registered in their state although i dont live there

Its confusing. I asked the secretary at the dealership if she could send VA DMV a copy of the title so they can register it three. but she said no.

She said I must keep my TN license, dont become a resident of VA and keep driving back and fourth to renew my tags

Can a dealership really make a soldier this? Like seriously, how can they tell me not to become a resident of VA when thats where I am about to live? How can they tell me not to get a VA license? How can they not send the VA DMV a letter saying that I am current on my payments and also give them a copy of the title. I am sure there is a nation wide form that lien holders can use to get vehicles registered in other states.
What happens if a person from CA moves to NY but is still making payments and doesn't have a title? Must he drive back and forth to renew his registration?? WTF

I just refuse to spend an entire year with a TN license in VA, I am gonna gave alot of issues. hell they might even make me pay out of state tuition when I start college part time.

So what should i do? I want my VA license and VA plates but the dealership doesnt want to help me out by sending the correct documents to VA DMV.

Do you think I can use the bill of sale to register the car? I highly doubt it, most DMV's want the title or a letter from the lien holder. It sucks that the dealership doesn't want to write me that letter
