How to read your Nitrate levels on w/an API liquid test kit?

OK, I've lost about 3 fish in the last month - none of them were the same species of fish. They were all breathing rapidly and having a hard time swimming. I'm checking my Nitrates with an API test kit. It says to hold up the tube to the white of the card. This is a stupid question, but do you hold it AGAINST the card, or do you just hold it up to the white card without touching it? If you hold it against the card, then the color is much darker. If I'm not touching the card, then the Nitrates look like they're at about 20, which I don't think is bad at all.

Yes, I've checked Ammonia and Nitrites and both are fine.
Sarah my tank has been up and cycled for about two years now. The fish aren't gasping for air at the top and I have a bubbler going constantly so I don't know that depleted oxygen would be the problem. I have about 15 other fish swimming calmly with no problems, but in about a week I could see this happening again - which leads to my confusion.
