How to program my chrysler 2001 neon chipped key?

OK, apparently, its possible for me to be able to program a chipped key myself through the ignition in my 2001 Neon. My locksmith said he could make me a blank chipped key and I could program it in the ignition without having to take it to the dealer..since I still have TWO keys....

Would anyone know how I can find online instructions to do this??
