How to program key less entry on a 1995 ford ranger?

I have a '95 ford ranger that came with key less entry. one remote was lost, so i bought another one. but when i try to program it, i can only make one remote work--not both. i turned the key on and off 6 times, it locked and unlocked, then tried to press lock on both the remotes and it didn't work. then i tried it individually and it worked but as soon as i programmed the other, it canceled out the first one programmed... one is labeled transmitter 1, and the other is transmitter 2. help????
 
i have learned that you have to do both remotes at the same time i had that problem before until i got to reading the papers and all
