How to pay for the ridiculously high tuition costs at University of Colorado?

I Have a 4.0 GPA and a SAT score of 1800. I'm trying to pay for the Out of state tuition at CU, but it's nearly 40,000 a year. My family won't be eligible for finacial aid. I'm not sure if I'll get any type of scholarship, and I've applied for some scholarships, but they're only 1000-5000 each. Paying for 4 years seems impossible.

I know there are loans, but I would prefer to not take this path and if i do, keep the loan to a low amount.
